PHPBB Developer (quick contract job) (Toronto)

We are looking for someone to set up a PHPBB Forum for us. This is something we're pretty well versed in, however we've been swamped with work and need someone to help us out with this project.

This is a contract position, you can work from home. Details are as follows:

We need a PHPBB Forum set up with the following functionality:
1. Must adhere to a colour scheme that we will provide.
2. Must have in depth permissions for certain users, for example:
a. Certain topics must be only viewable by people who are logged in. (No need to use a mod, we just need you to set this up in the permissions in the admin panel)
b. Must be able to create groups so users in a select group can see topics that other users cannot (No need to use a mod, we just need you to set this up in the permissions in the admin panel)
3. Must add the mod for social networking
4. All new users must be approved by a moderator
5. Forum cannot appear on a live site until it's ready to go, as such it'll need to be created on some kind of staging site inaccessible to the public, that we can then move over to the live site.
6. Standard forum features, such as private messaging, profiles, etc...
7. Announcements board that stays sticky, where only a moderator can post a new topic

The main thing here is just ensuring we have the permissions set up correctly, so that for certain topics, i.e. Events, users cannot see the posts in this unless they are logged in.
As well, the ability to add users to groups to see topics that everyone else can't see.

Job pays $300CDN flat rate. Needs to be completed by September 10th (But this is negotiable). Must pass our QA testing, you will be required to assist in any bug fixes.
